Just to pile on here in support of 2/1 defense, I looked up Scutarii in the design notes.  The last paragraph (PW Scenario Booklet, page 16-17) reads (underline added by me):

Well, the do appear to wear woks.  Or so the artwork would indicate....

James, for 'test purposes' I think you should give the libyan foot a rest and replace them with scutarii.

I think it's pretty clear that the error was giving them 2/2 stats.  Count this as unofficial errata and I'll ask Kaile to make updated fronts.

I just spotted the errata'd Scutarii at the bottom of the errata page.  http://www.yourmovegames.com/pages/battleground_errata.  Huzzah!  :)

Though, to be super nitpicky, above the Scutarii it currently reads "Rome" rather than "Carthage."

Speaking of erratas, the errata page has the same explicative text for the Crazed Goblins/Swarm of Rats than the Wolf Pack.  I suppose this is a mistake?
